Purpose: This report seeks authority to implement a Community Lottery for Wiltshire, through working in partnership with Gatherwell Limited.

Content: This report seeks authority to implement a Community Lottery for Wiltshire, through working in partnership with Gatherwell Limited. Following consultation with officers I give notice that I intend to make the decision as set out in the attached report to implement a Community Lottery for Wiltshire.   If you would like to make any representations to me on this issue please do so by 12 November 2025. To work collaboratively with the VCSE sector to raise additional funding that supports their sustainability.  Consideration has been given as to whether to proceed with this initiative or reject the proposal of a community lottery.  Discussion with Place Senior Leadership Team, the Corporate Leadership Team and Cabinet Liaison. Additionally, wider council services have contributed towards the proposals and equality impact assessment including Public Health, Procurement, Legal, Communications, Information Governance and Executive Office.
