Purpose:

Content: The proposals to be advertised and any objections to be the subject of a report to Cabinet. If there are no objections the Head of Highways & Engineering and the Head of Legal Services be authorised to make and implement the Order.   Mount Pleasant in Worsbrough Bridge is a Cul de sac street serving residential properties and Worsbrough Health Care Centre.   Parking currently takes place on both sides of the road narrowing the carriageway creating a significant risk of conflict between vehicles and making access difficult for larger vehicles due to lack of manoeuvring space available and reduced visibility. Footway parking is also present and obstructs pedestrian movements and increases risk.   Having investigated the issue, it is proposed to introduce ‘No Waiting at Any time’ restrictions on parts of Mount Pleasant and its junction with West Street.   The proposed restrictions have been designed to best manage and govern the road, thereby providing free flow of traffic and unobstructed use of the road. The overall safety of road users has been considered, and these restrictions are regarded as the best measures to protect all road users.   Local Ward Members, Ward Manager, Emergency Services, SYMCA, Parking Enforcement and Logistics/Haulage companies were consulted on the 10th of September 2025 and no objections were received. For this reason, the proposed Traffic Regulation Order (TRO) has been deemed suitable to progress to the next stage of the TRO process and now subject to public consultation.   Details of the TRO will be advertised on the 31st of October 2025 in the local press (Barnsley Chronicle), made available at the Lightbox library, 1 The Glass Works in Barnsley and at Worsbrough Library, Elm House Estate, Queensway, Worsbrough, Barnsley, S70 5EN. Notices will be posted on light columns on the streets concerned.   Residents, local businesses and other interested parties may submit their support or objection to the proposed TRO no later than 21st of November 2025.   The only alternative proposal to prevent carriageway/footway parking would be to install bollards, guardrails or restraining curbs. However, these options are not feasible as other road user such as pram pushers, wheelchair users, pedestrians and cyclists would be restricted and/or obstructed.
