Purpose: To present to committee the new Social Value measures, measurement tool and Supplier Social Value Toolkit
Content: The Senior Procurement and Commissioning Officer introduced the report which sought Committee approval for the new Social Value Measures at Appendix A and the Social Value Measurement Tool at Appendix B. The Social Value Policy was approved at Committee in July 2025 with an amendment to bring the Social Value measures back to a later Committee to allow further consultation. The Social Value Measures at Appendix A had been created to align more closely to the Council Plan priorities and had been split between social, economic and environmental outcomes. Appendix B and C detailed the measurement tool for the purposes of tender evaluation and the Supplier Social Value toolkit. If approved, there would be Officer training sessions, guidance updates, development of financial proxy values and communications to suppliers and businesses of the new measures. In response to Members questions, the following answers were provided: Staffing costs to administer the change were unknown at the current time, however a record of time spent would be kept. It was anticipated to be less than the previous system due to a simpler process. The previous system was run by a third party supplier whereas the new system would be delivered by the Procurement team which would have some cost savings. Suppliers previously had a contractual payment to use the old system whereas the new method did not. Suppliers would be asked to report on the hours of support they have chosen to commit for voluntary organisations and where they have financially contributed to. Proposed by the Chair, Councillor Turner and seconded by Councillor Martin Brown. Councillor Martin Brown commented on the good guidance and variety of measures which met the Councils priorities. Councillor Robert Brown stated whether the measures proposed would bring Social Value. He commented on their alignment to the Council Plan being assumed to move towards a circular economy and level of bureaucracy for the Council for little reward. He did not agree with the underlying assumptions of the Council Plan and therefore would not be supporting the proposed measures. The Chair, Councillor Turner, advised that Social Value had already delivered £3.1m of Social Value since the last report and covered a range of benefits. She supported the measures being tailored to the Councils priorities and that there was a revenue saving. On being put to the vote, the Motion was carried with 9 votes in favour and 1 vote against. RESOLVED To: a) approve the new Social Value Measures. b) delegates authority to the Strategic Director of Resources to make minor amendments to the Social Value Measures.
