Content: Contract Award - Analyse Local That the Director of Corporate Resources/Deputy CEO authorise the awarding of a renewal contract for a period of one year, with the option to extend for a further year and at the cost as set out in the body of the decision, to its existing supplier, Inform Holdings Ltd. (formerly Inform CPI Ltd.) for continuing provision to the Revenues and Benefits Service of Analyse Local products. To authorise the Legal Services Manager to negotiate, finalise and complete all necessary legal agreements and other documents to give effect to the above. The Council is responsible for accurately reporting, budgeting and maximisation of income from Business Rates. The areas of work relating directly to the awarding of the contract are: · Identification of new and material changes to hereditaments which can be reported to the Valuation Office to be added to the rating list (Product: RV Finder), thereby increasing collectible rates and income to the Council. · Detection and correction of incorrectly claimed Small Business Rates Relief (Product: SBRR Audit) · Forecasting income from the Business Rates scheme as part of the Council’s budget preparations (Product: Analyse Local forecasting). Inform CPI Ltd, who were subsequently acquired by Inform Holdings Ltd have been in successive contracts with the Council’s Revenues and Benefits Service since 2019 for provision of services referred to above (RV Finder, Analyse Local Forecasting & SBRR Audit). The most recent contract expired on 19 October 2025. The existing supplier has provided a consistent level of service and performance by the supplier under the existing contract in terms of data quality for forecasting and relief monitoring and net additional business rates retained income over the 2024 – 2025 contract term of £138,000. The previous contract which ended on 19 October 2025 cost £8,500 per annum. There has been an acceptable level of increase to the cost of the renewal contract which is now £9,600 per annum (exclusive of VAT) on the basis of a 1-year contract, with the option to extend for a further 1 year. Should the Council take up the extension, the total across the two years would be £19,200. Due to the bespoke and specialist nature of the service provided by the supplier, a contracts exception form (No.49) has been completed in accordance with s 27.1 (c) of the Councils’ contract procedure rules which was approved on 16 October 2025, a copy of which is shown as Appendix 1. The Council has neither the technical ability nor staffing resources to gather the data supplied by the services offered by the supplier. The suppliers’ services are specialist, and no viable alternatives have been established on previous comparisons. With the Governments’ imminent reset of the Business Rates system, it is imperative that the Council has continuity of service provision in this area.
