Purpose: The purpose of this report is to seek approval for the award of a JCT Intermediate Building Contract with Contractor's Design 2016 (Amended) to MJ Quinn Integrated Services Limited for the Halewood Levelling Up Fund Capital Programme – Halewood Leisure Centre Building Improvements, Halewood, where the tender proposed for approval exceeds the agreed estimate by more than £50,000.  

Content: The purpose of this report is to seek approval for the award of a JCT Intermediate Building Contract with Contractor's Design 2016 (Amended) to MJ Quinn Integrated Services Limited for the Halewood Levelling Up Fund Capital Programme – Halewood Leisure Centre Building Improvements, Halewood, where the tender proposed for approval exceeds the agreed estimate by more than £50,000.   By Executive Director (Resources):   (i)             That, in accordance with Contract Procedure Rule 6.5.2 (v) (Schedule 1) permission be granted to award a contract, where the tender proposed for approval exceeds the agreed estimate by more than £50,000.     By Assistant Executive Director (Corporate Support):   (ii)            That, subject to approval of (i) above, a JCT Intermediate Building Contract with Contractor's Design 2016 (Amended) be awarded to MJ Quinn Integrated Services Limited for the Halewood Levelling Up Fund Capital Programme – Halewood Leisure Centre Building Improvements; and   (iii)          That the Procurement Team be authorised to make the necessary arrangements for the issue of the relevant contract documentation.     Do Nothing: This option was considered and rejected as the proposed works are required as part of the Council successfully securing funding under Round 2 of the Levelling Up Fund (LUF) to deliver the Halewood Leisure and Connectivity Improvements programme.   Deliver in house: This option was considered and rejected as the Council does not have skills to deliver this work in house.     Re-Tender: This option was considered and rejected due to the conditions attached to the LUF grant, which require the Council to have incurred all associated costs by 31 March 2027.  To mitigate the risk of grant clawback, it is essential that the main works contract for the Leisure Centre building improvements is awarded as early as possible.
