Purpose: The Statement of Licensing Policy determines the way in which licensing decisions are made and seeks to ensure that the Council satisfies its statutory duties under The Licensing Act 2003 with regard to the licensing of premises and persons for the sale and supply of alcohol, regulated entertainment, and late night refreshment – all activities that can have an impact on businesses and residents in the Borough – whilst upholding the four licensing objectives: ·                Prevention of Crime and Disorder; ·                Public Safety; ·                Prevention of Public Nuisance; and, Protection of Children from Harm.

Content: The Statement of Licensing Policy determines the way in which licensing decisions are made and seeks to ensure that the Council satisfies its statutory duties under The Licensing Act 2003 with regard to the licensing of premises and persons for the sale and supply of alcohol, regulated entertainment, and late night refreshment – all activities that can have an impact on businesses and residents in the Borough – whilst upholding the four licensing objectives: ·                Prevention of Crime and Disorder; ·                Public Safety; ·                Prevention of Public Nuisance; and, Protection of Children from Harm. The Cabinet considered the report of the Head of Safety, Resilience and Community Protection, which presented the draft Statement of Licensing Policy for 2026-2030 ahead of seeking approval at the full meeting of the Council on 21 January 2026.   Councillor Mrs S Powell, Cabinet Member for Communities and Neighbourhoods highlighted that the Licensing Act 2003 gives the Council full responsibility for the licensing of premises and persons for the sale and supply of alcohol, regulated entertainment, and late-night refreshment. In this respect, when the Act was passed, the Council had been required to publish a Statement of Licensing Policy, which determined the way in which licensing decisions were made and this  Policy must be reviewed and updated every five years.   RESOLVED – That:-   (i)            the content of the draft Statement of Licensing Policy 2026-2030, as attached at Appendix A to this report, be endorsed; and,   (ii)           Full Council be recommended to approve the Policy.
