Content: The Committee considered a report by the PMO Manager (circulated previously) regarding the Performance Report 2025/26 Quarter 2. The Head of PMO, Environmental Health and Housing outlined the key elements of Appendix A as outlined in paragraph 4.2 of the report which provided a high level update in relation to the programmes delivering the Corporate Plan priorities and performance measures for Quarter 2 2025/26. In addition to the report, the Head of PMO, Environmental Health and Housing provided the following updates since the publication of the report: Positive feedback received from the Local Government Association Peer Challenge which had recently taken place in relation to programme management. Homes England Investment Partner status has been achieved, providing the first tranche of funding of £1.2m that had been received for 36/37 Boutport Street, which forms part of the Future High Street project.. Following the previous meeting of the Committee, a table detailing all the external funding for that has been drawn down for those programme projects had now been included within Appendix A. However, this did not include the Homes England funding of £1.2m which had been recently announced noted above. In response to questions from the Committee, the Head of PMO, Environmental Health and Housing advised the following: Total number of households accommodated in leased or our own temporary accommodation – last year there was a higher number accommodated in leased/bed and breakfast accommodation. This number had reduced this year as a result of an increase in Council owned property. The Council was continuing to be proactive with the procurement of further accommodation to be used for temporary accommodation and was looking to purchase further properties in Barnstaple, South Molton and Ilfracombe. The Customer Focus team analysed repeat complaints to identify causes and were able to interrogate the data and report back the outcomes. The number of missed bin collections had reduced significantly as a result of this process. A number of collection rounds had been disrupted last year due to a number of changes, however this had not happened this year as there has been a planned approach to only make small incremental efficiency changes. The Virtual Desktop Infrastructure (VDI) enabled everyone to work from home or elsewhere. ICT are now in the process of rolling out new assets. In response to questions from the Committee, the Chief Executive advised the following: In terms of celebrating success for programme projects, it was also important to make sure that the profile of North Devon was highlighted on a regional basis. This was highlighted during discussions with the Ministry of Housing, Communities and Local Government. The Peer Review report would be published in January 2026. An action plan would be produced. Any suggestions for inclusion within the action plan to be drawn up were welcomed. In response to questions from the Committee, the Director of Resources and Deputy Chief Executive advised the following: The percentage of household waste sent for reuse, recycling and composting had reduced compared to last year. This had been as a result of the new baler being installed and during this period some material were sent off site to be processed and could not be included within the Devon County Council data. It was anticipated that the percentage would increase for the next quarter. RESOLVED that the actions being taken to ensure performance is at the desired level be noted.
