Purpose:

Content: The Committee considered a report by the Sustainability and Climate Officer (circulated previously) regarding the 2025 Update to the Council’s carbon footprint.   The Lead Member for Climate and Biodiversity introduced the report to the Committee.   In response to questions from the Committee, the Sustainability and Climate Officer advised the following:   ·       The sales of diesel at Ilfracombe harbour had increased.  If it was being sold by another supplier, this would not do anything to improve the environment, as the diesel was still being sold and used. ·       It would be costly for the Council to scope emissions through purchasing.  It was more beneficial to reduce carbon emissions.  The Council had previously produced a calculation for carbon footprint for purchasing.  However, this had been based on the cost of purchases and was not accurate in relation to the carbon footprint. ·       The electricity usage had increased since 2022/23 for the Council due to increase in costs. The increase was also due to the Defra Greenhouse gas conversion costs.   In response to questions from the Committee, the Director of Resources and Deputy Chief Executive advised the following:   ·       The Council’s approved Procurement Strategy incorporated to purchase locally to support the local economy and reduce carbon outputs.  There was a need to balance the reduction in the carbon footprint with financial factors and recognise where it could be reduced. ·       A number of teams at the Council already shared lifts to and from work. Vehicles were also shared when attending meetings.  Hybrid working had resulted in the use of the car park being busier on some days than others.  There was still more that the Council could do to reduce the use of vehicles.   RESOLVED:   (a)  That the Climate and Environment Grant scheme for smaller Parish and Town Councils be reintroduced to be funded by the residual balance in the earmarked reserve for Climate and Environment Grants and that the scheme be brought to the meeting of the Committee on 1 December 2025 for consideration; (b)  That the results of the carbon audit be noted. (c)   That the options for reducing these emissions be noted. (d)  That this report provide a basis for discussion for members on our way forward.
