Purpose: A planning application was approved in June 2024 (ref 112978/FUL/24) for the demolition of the existing church and erection of 2 no. detached dwellings, demolition of parts of the Church Hall and conversion to 3 no. dwellings with associated parking, access and landscaping. Retention of the existing dwelling, internal access and infrastructure. The new development fronts onto Montague Road opposite Stamford Place which have existing waiting restrictions. In order to integrate the new development into the surrounding roads and maintain road safety it is proposed to introduce No Waiting At Any Time restrictions along Montague Road and extend the one way on Montague Road from Marlborough Road to Stamford Place. The formal consultation took place on 6th June 2025, and 1 objection was received. The main reason for the objection was that extending the one way will restrict access to the high street and easing congestion. Having considered the objections received, approval is sought to introduce the scheme as shown on drawing number CO00201698-TRO-01 Rev A and in the schedule within this report.

To enable the necessary parking restrictions and a one way to be introduced and enforced, to enhance resident amenity, in the interests of highway safety and to discourage obstruction of the highway. Leaving out the proposed restrictions to which objections have been raised would be detrimental to resident amenity, highway safety and would also lead to obstruction for other road users.
