Purpose: This report seeks approval to directly award a contract under the Kent County Council Framework Agreement Y20023 Managed Service Framework to Capita Business Services Limited for the provision of Housing One software maintenance and associated services. This contract will replace the existing contract for the provision of OPEN Housing software maintenance and associated services and will facilitate a transition to Housing One which is the supplier’s next generation housing solution. This transition is required to improve the current data, systems, and processes which have been identified as not being accurate or adequately maintained. The new contract will be for a period of just over three years and will expire on 31 March 2029 during which time the council will prepare the data and processes ready to test the market. This timing also gives the council the option of considering combining this with a procurement exercise for the support contract for the council’s revenues and benefits application should the opportunity arise.
