Purpose:

Content: The Chief Executive submitted a report informing Committee of the results of the consultation and seeking approval for the adoption of the proposed revision to the Council’s Statement of Licensing Policy for 2026 to 2031.   On 2 September 2025, Committee had approved a draft revision to the Statement of Licensing Policy to form the basis of consultation and authorised the Head of Legal and Democratic Services to consult as required by Section 5 of the Licensing Act 2003.  The consultation took place from 3 September 2025 to 15 October 2025, and the Council received two substantive responses.   The Police proposed the inclusion of: -       the Licensing SAVI initiative in the appendix to the policy -       Requirements relating to oversight and management by Designated Premises                            Supervisors -       Operators providing training and maintaining detailed staff training records   It was recommended that the above proposals should be incorporated into the policy.   Whalley Parish Council requested formal consultee status, which was declined as it was inconsistent with the legislation which prescribed the bodies which should be consulted. They had further asked for a weekly list of licensing applications, which had led to a recommendation to allow for opt-in access to a weekly list of Temporary Event Notices which included a link to the Council’s webpage of ongoing licensing applications.   *****RESOLVED THAT COMMITTEE:   Recommend approval by Council of the Statement of Licensing Policy at Appendix 3 to the report, subject to the additions listed in the recommendations column in Appendix 2.
