Purpose: This contract will form the second stage of Council housing development on the Eagle Way estate in Shoebury. The development will be comprised of 12 x 2 bedroom flats and 4 x 1 bedroom flats. The homes will be built to Future Homes Standard (2023 consultation metrics) benefiting from increased insulation, airtightness and low-carbon heating. All homes will be let at affordable rent (80% market), capped by Local Housing Allowance (LHA). The decision to proceed to award of contract will enable the Council to progress to appoint the main contractor for the construction of these homes.
Content: This contract will form the second stage of Council housing development on the Eagle Way estate in Shoebury. That the Cabinet Member for Planning and Housing: 1. Approves the appointment of Marfleet & Blyth, in accordance with the outcome of the procurement exercise, to act as the main contractor for the construction of 16 Council homes in Eagle Way (Shoeburyness) and delegates to the Executive Director for Environment & Place, the authority to finalise the details of the contract. To progress the Phase 3B project by appointing a main contractor based upon the result of the related competitive tender process. To facilitate the construction of 16 Council homes and help to reduce housing pressures. To support the Council’s ongoing work toward achieving its climate objectives by providing high quality energy efficient homes. Not to make the award. This would leave the council without a contractor to undertake the required works and resulting reputational damage related to the withdrawal of the tender process and the forgoing of any meaningful progress towards the Council’s stated objectives relating to housing and fuel poverty.
