Purpose:

Content: *RESOLVED –   That having given due consideration to matters raised at Council on Wednesday 5 November 2025, Cabinet resolved;   1.   That the final proposal that has been developed for the reorganisation of local government within the county area of Derbyshire (as set out in Appendix B) be approved.   2.   That option B (as described in paragraph 4.32 and Appendix 3 to Appendix B) be adopted by Chesterfield Borough Council as the ‘base’ proposal for the reorganisation of local government within the county area of Derbyshire.   3.   That the Chief Executive, in consultation with the Leader of the Council, be authorised to seek the Secretary of State for Housing, Communities and Local Government’s approval to modify the boundaries of the ‘base’ proposal for the reasons set out in paragraphs 4.33 to 4,41.   4.   That option B1 (as described in paragraphs 4.33 to 4.41 and Appendix 3 to Appendix B) be adopted by Chesterfield Borough Council as the basis for modifying the boundaries of the ‘base’ proposal for the reorganisation of local government within the county area of Derbyshire.   5.   That the Chief Executive, in consultation with the Leader of the Council, be authorised to make any minor or technical amendments to the final proposal prior to its submission to Government on or before 28 November 2025.   6.   That the Chief Executive, in consultation with the Leader of the Council be authorised to submit the final proposal to the Secretary of State for Housing, Communities and Local Government on or before 28 November 2025 and advise the Secretary of State of Chesterfield Borough Council’s adopted options for the reorganisation of local government within the county area of Derbyshire.   REASON FOR DECISIONS   To enable Chesterfield Borough Council to respond to Government’s formal invitation to councils in the county area of Derbyshire (namely Derbyshire County Council, Derby City Council and Derbyshire’s eight District and Borough Councils) to make proposals for structural change, including the creation of new unitary councils. Any proposals so developed are to be submitted to the Secretary of State for Housing, Communities and Local Government on or before 28 November 2025.
