Content: 14.1 The Committee considered a report by the Executive Director of Law, Assurance and Insight asking it to endorse a recommendation to the County Council that the requirement to approve the business plan and budget of the Pension Advisory Board (PAB) be removed from the Governance Committee terms of reference as it duplicates approval by the Board (copy appended to the signed minutes). 14.2 In response to questions from members, the Pension Fund Governance Manager said that the proposed changes resulted from an officer review of the Pensions Committee Fund Governance Compliance Statement (on request she agreed to send a copy of the statement to Cllr Mercer for information). She explained that the business plan is proposed by the independent chairman of the PAB for its approval and the Pension Committee has responsibility for and approves the Pension Fund budget which includes the allocation to the PAB. Therefore, the current further approval by the Governance Committee is a duplication of effort. 14.3 Resolved – That the County Council be recommended that the requirement to approve the business plan and budget of the Pension Advisory Board be removed from the Governance Committee terms of reference (terms of reference 19), as set out in paragraph 2.4 of the report.
