Purpose: The Council holds a range of contractual frameworks with providers of adult social care, from which care can be purchased for adults with eligible social care needs as determined under the Care Act 2014.  These frameworks are currently under review and due to be replaced in 2027.   In the meantime, there are occasions throughout the year when adults require a service that is not currently covered under one of our existing contract frameworks.  This may be due to the individual need of the customer, or because the customer is requiring a service outside of West Sussex, in services which the Council does not hold contracts with.  The Council has statutory responsibilities to ensure that care is provided to all residents with eligible needs, regardless of the contracting procedures, and therefore in these circumstances, an individual placement agreement or alternative contract needs to be arranged to support the customer, each one requiring a process of approvals for establishing.   The Cabinet Member for Adults Services will be asked to delegate authority to the Executive Director of Adults Services to award Individual Placement Agreements until the current frameworks are replaced.
