Purpose: To report on progress since cabinet's endorsement of the masterplan in October 2015. To request partial drawdown of the indicative CIL allocation to progress detailed design of the masterplanned scheme.
Content: Resolved: That Cabinet notes: 1) The progress that has been made in delivering the Chippenham River Avon Project since Cabinet’s endorsement of the Masterplan on 8 October 2024 and noting the Council’s intent at that stage to contribute funding of up to £1 million via CIL to the Project. That Cabinet resolves: 2) To increase the CIL allocation on the Infrastructure List to £1.8 million to ensure that essential flood risk alleviation works will go ahead subject to Defra funding being made available to deliver the project. 3) To delegate authority to the Director of Planning, Economy, and Regeneration to approve expenditure on the project as it is required to be drawn up to £1.8m, between now and 2030, and to agree contractual terms and enter into a contract with the Environment Agency, in consultation with the Cabinet Member for Finance and the Cabinet Member for Strategic Planning, Development Management and Housing. Reason for Decision: To note the progress that is being made on delivering this important scheme to alleviate flood risk and significantly enhance Chippenham town centre, and to ensure that funding is made available to progress essential work into delivery.
