Purpose: This report will seek approval for the allocation of funding held by Newcastle City Council for investment in managing the city’s highway and transport network. This funding is now allocated by the North East Combined Authority who provide local highway funding to local authorities through the City Regional Sustainable Transport Settlement. The report also seeks approval to delegate authority to allocate and approve spend of the grant to the Assistant Director of Transport.
Content: This report will seek approval for the allocation of funding held by Newcastle City Council for investment in managing the city’s highway and transport network. This funding is now allocated by the North East Combined Authority who provide local highway funding to local authorities through the City Regional Sustainable Transport Settlement. The report also seeks approval to delegate authority to allocate and approve spend of the grant to the Assistant Director of Transport. The Assistant Director of Transport is recommended to: · Approve the allocation of funding as outlined in section 5 of the Delegated Decision Report. This funding is taken from the annual Local Transport Plan funding to manage the city’s transport network in line with the Council’s agreed policies and those within the North East transport plan. It incorporates scheme or theme specific funding secured during the financial year. · Allocate and approve spend of the funding, in liaison with the Cabinet Member for Climate and Transport. · Keep the Local Transport Plan Fund allocation approved pursuant to this delegated decision under review and as required, to re-allocate funding in this DD (up to a value of £100,000) to other capital schemes that will improve the highway asset. Any transfer of funding above £100,000 will be approved by means of future delegated decisions.
