This has been made necessary by the reorganisation of local government in Hampshire and the Isle of Wight; together with devolution which includes the creation of a new unitary authority and Mayoral Combined County Authority. This has led to a necessary reshaping and re-focusing of transformation initiatives and a refreshed programme branding - now called the ARC Programme (Adapt, Reskill, Collaborate)   Alternative Options Considered   In 2021 East Hampshire District Council (EHDC) embarked on an ambitious transformation programme called Shaping East Hampshire’s Future which includes the delivery of the 2024-28 Council Strategy, in particular the strategic objective to become a modern and efficient council.
