Content: The proposals to be advertised and any objections to be the subject of a report to Cabinet. If there are no objections the Head of Highways & Engineering and the Head of Legal Services be authorised to make and implement the Order. Mount Osborne Business Park, located on Oakwell View, houses a number of business and commercial units. Although some of the units have on-site parking available for staff and visitors, motorists continue to park on both sides of the carriageway. As a result, these parked vehicles are causing problems for heavy goods vehicles accessing the business units when making turning manoeuvres. Indiscriminate parking on the bend of Oakwell View is forcing motorists onto the opposing carriageway to overtake parked vehicles, and, given the restricted forward sightlines as a result, creates the potential for vehicle conflict with oncoming traffic. In 2017, a ‘No Waiting at Any Time’ TRO was proposed on Oakwell View to prevent parking on both sides of the carriageway throughout its entire length. This proposal was met with significant objection from local businesses and, as such, was abandoned. However, the problem remains and subsequently a revised proposal to introduce ‘No Waiting at Any Time’ restrictions on parts of Oakwell View has been proposed. Engineering and other regulatory measures, such as bollards, buildouts, or vehicle access restrictions were considered and deemed to be too impactive on the width of the available road space, and the movements of other road users.
