Purpose: To note the 2023/24 Infrastructure Funding Statement
Content: The report provided an update on Brentwood Borough Council’s Infrastructure Funding Statement (IFS) for the financial year 2023/24. The update presented reflected a refined picture of planning obligations and infrastructure delivery. These changes had been made following a collaborative review between Planning and Finance officers, which had enabled the identification of previously unaccounted data. These enhancements ensured that reporting better aligns with regulatory requirements and provides Members and the public with a clearer picture of how planning obligations are being used to support local infrastructure and community needs. It is important to note that these changes do not indicate a shift in policy or delivery priorities, but rather a minor refinement of the data to ensure transparency and accountability. A Committee member requested that training or briefing be provided to help Members better understand the data and background information ahead of future Infrastructure Funding Statement (IFS) reports being presented to the Committee. A query was raised regarding further detail on the Section 106 contribution for 16 Westwood Avenue. The Director of Place agreed to investigate this outside of the meeting and provide an update. Committee members also sought clarification on the distinction between “Maintenance” and “Long-Term Maintenance.” The Director of Place confirmed that a response would be provided offline. Cllr Naylor MOVED and Cllr Gorton SECONDED the recommendation in the report. A vote was taken by a show of hands and it was RESOLVED UNANIMOUSLY: To note the updated Infrastructure Funding Statement 2023/2024.
