Purpose: The report sets the pros and cons of introducing 'smart bins' into the street scene infrastructure, including consideration of cost and drawing other local authorities experiences.

Content: The report sets out the advantages and disadvantages of Smart Bins and includes approximate costs and insights from other Councils that have installed this type of litter bin.   The Director of Environment confirmed that the trial  is free of charge.    Cllr Naylor MOVED an AMENDMENT to R2 and Cllr Gorton SECONDED the recommendation. A vote was taken by a show of hands and it was RESOLVED UNANIMOUSLY:   R1 That the Committee recommends to the Clean and Green Committee a pilot scheme of Big Belly bins is undertaken, with a bin sited in Brentwood High Street; and another unit in a lay-by on the A12 .   R2 A further report be brought back to Committee at the conclusion of the 3-month trial to establish its success assess the results ahead of any decision being taken by the Clean and Green Committee on  whether to continue a roll out the possible use of smart bins in the borough.
