Purpose:

Content: The Director of Community Services submitted a report presenting Committee with the 2025/26 Climate Change Action Plan for approval and formal adoption and updating Committee on the actions to be taken following the Motion: Declaration of a Climate Emergency.   On 2 October 2025, the Climate Change Working Group considered and agreed a draft Climate Change Action Plan for 2025/2026 which was appended to the report for consideration.   The report also provided the current position with respect of each section of the Motion which had been subsequently approved at the Council meeting on 14 October 2025.   Members gave consideration to a proposal to amend the wording of the Climate Change Emergency declaration on the Council’s website. Members supported that consideration of the wording be referred to the Working Group in order to make a recommendation to Committee.   RESOLVED THAT COMMITTEE:   1.     Approved the 2025/26 Climate Change Action Plan at appendix 1 of the report for formal adoption.   2.     Agreed to changing the name of the Climate Change Working Group to Climate Emergency Working Group.   3.     Referred the Working Group Terms of Reference back to the working group to consider in light of the Motion.   4.     Agreed that the working group begin work on the 2026/2027 Climate Change Action Plan in light of the motion and consider how this will be costed.   5.     Agreed to refer the wording of the Climate Change declaration on the website to the Climate Emergency Working Group to make a recommendation to Committee for approval.
