Decision Maker: Joint Strategic Committee

Outcome:

Is Key Decision?: Yes

Is Callable In?: Yes

Purpose:

Content: Before the Committee was a report by the Leader, copies of which had been circulated to all Members and a copy of which is attached to the signed copy of these minutes as Item 12.   The report provided the Committee with an update on the delivery of the Worthing Integrated Care Centre (WICC) and Civic Quarter multi-storey car park (MSCP) following the previous update provided on 8th July 2025. It outlined the technical issues specifically regarding the water management system. This had caused delay to the operational opening of the WICC building, creating commercial issues to be resolved between partners and stakeholders as well as the developer and contractor.   The report advised the current position with our partners and stakeholders; actions being taken by the council to mitigate impacts as well as updating on the defect management strategy.     Decision:   1.     That the contents of this report be noted including the update on progress and the actions being taken to ensure the Worthing Integrated Care Centre is fully operational as soon as possible.   2.     That the ongoing technical solutions surrounding the WICC project and the actions being taken by Officers to resolve the issues be noted.   3.     That it be noted that as soon as practicable after completion of the WICC project, a fully detailed project review report will be presented to the appropriate committee for overview and scrutiny of the project.       Call In: The call-in deadline for decisions will be 5.00pm on 19 December 2025

Date of Decision: December 9, 2025
