Purpose: This  report seeks authority to award contracts for asbestos services. The contracts will be available to all council departments.    This will provide a flexible service, which by making use of economies of scale will yield value for money and consistency of price, an improved quality to clients and service to residents with added social value benefits whilst assisting the council to facilitate its responsibilities under Control of Asbestos Regulations (CAR) 2012.   A two-stage Competitive Flexible Procedure under the Procurement Act 2023 was used, with the opportunity advertised through Find a Tender and the council’s Atamis portal. Services were divided into four lots, with Lot 1 split into East and West: -           Lot 1a (Housing Inspections East) -           Lot 1b (Housing Inspections West) -           Lot 2 (Corporate Inspections) -           Lot 3 (Housing Removal/Remediation) -           Lot 4 (Corporate Removal/Remediation)   Confidential Appendix A summarises all tender submissions, evaluation criteria, scores, and the recommended contract awards for each lot.
