Purpose: Under the Officer Scheme of Delegation (Constitution Part 2, Sections G1 and G2), the former Head of Housing and Community Engagement (responsibilities now under the Executive Director of Community) was delegated authority by the Cabinet on 21st March 2019 to agree a policy and process for the allocation of the Good Causes’ central pot (Community Chest), following consultation with the relevant Cabinet member.

Content: Under the Officer Scheme of Delegation (Constitution Part 2, Sections G1 and G2), the former Head of Housing and Community Engagement (responsibilities now under the Executive Director of Community) was delegated authority by the Cabinet on 21st March 2019 to agree a policy and process for the allocation of the Good Causes’ central pot (Community Chest), following consultation with the relevant Cabinet member. 2.1Policy Approval That the Community Chest Grants Policy and process (November 2025) for the allocation of the Community Chest grants, funded by the East Hampshire Community Lottery, is approved. This policy sets out principles, governance, and process to ensure transparency, fairness, and compliance with Gambling Commission requirements and the Council’s Constitution.   2.2 Grant Awards That the Community Chest grants for 2025, as considered by the Grants Liaison Panel on 25 November 2025 and recommended to the Portfolio Holder for Community Development and Engagement, are approved as set out in Table 2 below. 3.     Executive Summary  3.1 The Community Chest Fund comprises a grant fund of £10,000 raised through ticket sales of the East Hampshire Community Lottery. This decision formalises:   The policy and process for allocating the Community Chest fund.   The award of grants to eligible Good Causes registered on the East Hampshire Community Lottery platform for the 2025 round of grant awards.   3.2  Applications were assessed against published criteria and reviewed by the Grants Liaison Panel on 25 November 2025. The Panel advised and supported the Portfolio Holder for Community Development and Engagement in agreeing where funding should be allocated. Following the Panels consideration the Portfolio Holder for Community Development and Engagement took the final decision on which applications should receive Community Chest funding.    3.3  Applications were presented to the Grants and Liaison Panel. The final decision to award grants was taken by the Portfolio Holder.
