Purpose:
Content: Before the Committee was a report by the Assistant Director for Place and Economy, copies of which had been circulated to all Members and a copy of which is attached to the signed copy of these minutes as Item 10. The purpose of the report was to update Members on the progress of the partnership held with West Sussex County Council (WSCC) as part of the economic growth agenda and specifically an update on the Growth Deals held between the authorities. Work of the Adur Growth Deal and Worthing Growth Deal was outlined, and how they had enabled a number of significant growth projects to come forward since the inception of the Deals in 2017. Members were provided with draft proposals for ‘refreshed deals’ that signaled the ambition of Adur District Council (ADC), Worthing Borough Council (WBC) and WSCC to combine efforts to work on shared objectives and projects that provided a positive contribution to both places, ahead of, yet aligned to, Local Government Reorganisation (LGR). Decision: 1. That the collaboration between WSCC and, separately, ADC and WBC be approved and authority be delegated to the Leaders of the Councils to sign the new Growth Deals upon acceptance of the final plans being agreed through the WSCC governance process early in 2026 and, subsequently, the Member Growth Boards of each authority. 2. That authority be delegated to the Assistant Director for Place & Economy to accept funding and enter into and complete contracts with WSCC where necessary to enable the delivery of the Adur and Worthing Growth Deals and related projects where a financial transaction is required. . 3. That for Adur, the immediate acceptance of committed Pooled Business Rates (PBR) be authorised from WSCC to ADC of £332,000 funding with up to a further £168,000 available, to support the Southwick FC scheme’s capital budget, subject to the approval of an agreed business case at Adur Member Growth Board and a Southwick FC update report to this committee setting out the proposals in full. 4. That for Adur, the transfer of £20,000 of PBR be authorised from WSCC to ADC to support the next stage of Lancing Public Realm and moving to detailed design.
