Purpose: The purpose of the report is to seek approval in accordance with Contract Procedure Rule 9.4.2 (2), modify the contract with Artisan Joinery for the external repair and restoration of 5-7 Eccleston Street, Prescot by modifying the pricing and scope to include additional façade repair works. The modification is justified as the following requirements of Contract Procedure Rule 9.4.2 are met as follows: (2) Urgency - The modification is for the execution of Works which are required in circumstances involving risks to persons, property or serious disruption to Council services. Risks to the property include the urgent requirement for façade structural repairs, needed after unexpected conditions were discovered during the ongoing contract works.

(i) That, in accordance with Contract Procedure Rule 9.4.2(2), the contract with Artisan Joinery for the external repair and restoration of 5-7 Eccleston Street, Prescot be modified by amending the pricing and scope to include additional façade repair works required due to unforeseen structural concerns and; (ii) That the Procurement Team be authorised to issue the relevant contract modification documentation. Do Nothing: This option was considered and rejected as this will not assist the Council in delivering its long-term vision for Prescot Town Centre. In a do-nothing scenario, the structural issues would likely worsen, increasing the scale and cost of future repairs. It would also pose a significant safety risk to any occupants, visitors or the public. Seek Competition (Quotation / Tender): Seeking competition through a new tender process is not considered feasible, as the existing contract is performing effectively and efficiently. Initiating a separate procurement exercise would likely result in significant delays and additional costs, ultimately impacting project delivery and value for money.
