Purpose: The purpose of this report is to seek approval, in accordance with Contract Procedure Rule 7.7.2 (i) (Schedule 1) for the award of a framework agreement to the suppliers outlined in Appendix A for the Installation of Lifts and Hoists in Domestic Properties Including Servicing and Maintenance in Knowsley, Rochdale and Trafford. The framework agreement period is for four years. This framework is a collaboration between three Local Authorities: Knowsley Metropolitan Borough Council, Trafford Metropolitan Borough Council and Rochdale Metropolitan Borough Council, with Knowsley as the lead Local Authority. To seek approval, in accordance with Contract Procedure 5.3.2 for call off contracts to be awarded to the suppliers outlined in Appendix A for Lifts and Hoists in Domestic Properties Including Servicing and Maintenance in Knowsley Lots 1, 2, 3 & 4 from 1 March 2026 to 28 February 2030 with no further options to extend. It is permitted that after the third year, from 1 March 2029, further call off contracts for Knowsley can be awarded subject to the satisfactory performance of contactors for a maximum period of four years. The reason for the decision is that a compliant procurement exercise has been undertaken in accordance with Contract Procedure Rule 7, and the winning bidders have been identified as providing the most advantageous offers to the Council.

It is permitted that after the third year, from 1 March 2029, further call off contracts for Knowsley can be awarded subject to the satisfactory performance of contactors for a maximum period of four years. The framework agreement period is for four years from 1 January 2026 to 31 December 2029. ii) That, in accordance with Contract Procedure Rule 5.3.2, call off contracts be awarded to the suppliers outlined in Appendix A for Lifts and Hoists in Domestic Properties Including Servicing and Maintenance in Knowsley Lots 1, 2, 3 & 4 from 1 March 2026 to 28 February 2030 with no further options to extend. iii) That in accordance with Contract Procedure Rule 5.3.2, and subject to satisfactory performance of contactors, it is permitted that after the third year, from 1 March 2029, further call off contracts can be awarded to the suppliers outlined in Appendix A for Lifts and Hoists in Domestic Properties Including Servicing and Maintenance in Knowsley Lots 1, 2, 3 & 4 for a maximum period of four years. iv) Authorise the Procurement Team to make the necessary arrangements for the issue of the relevant contract documentation. Do Nothing: This option was considered and rejected because the continuation of the services supplied complies with the Councils’ mandatory duty under the Housing Grants, Construction and Regeneration Act 1996. The continuation of works through contracted suppliers will ensure residents’ assessed needs are met and they are able to remain living independently in their own homes. Deliver in house: This option was considered and rejected because the requirement cannot be undertaken within each Council’s resources, due to the skills and knowledge required to fulfil the demands. This work involves the supply and installation of Installation of Lifts and Hoists in Domestic Properties Including Servicing and Maintenance in Domestic Properties.
