Purpose: It has been determined that the aged vinyl flooring at Sherwood Court Sheltered housing Scheme in Mansfield Woodhouse is life expired and needs replacing.  Parts of it are peeling up and presenting a serious trip hazard.  Currently Housing Repairs do not have a contractor to undertake this work so this decision seeks authority to instruct Carson Powell to do the work as part of the wider refurbishment scheme that they will be undertaking soon after Christmas 2025.   This would be a variation to their existing contract.  Under the Procurement Act 2023 as this is under 15% of the contract value it is “below threshold” and therefore permitted.  This is an exception under clause 16.1 C of the Contract Procedure rules so three quotes are not required.   They have supplied a quote for supplying and laying the flooring of £46,915.50 plus VAT.   The key decision for the refurbishment contract does not allow for this additional spend so an ODR is required. .

Sherwood Court – replacement vinyl flooring     Approval of additional spend to instruct Carson Powell to replace the vinyl flooring at Sherwood Court as a variation to their existing refurbishment contract. ·        Not replace the flooring.  The existing flooring is creating a serious trip hazard and is getting worse on a daily basis.  Temporary repairs have been attempted using duct tape but this isn’t effective.  ·        Find another contractor to do the work.  The work would need to be done after the refurbishment work was completed as it wouldn’t be possible to have two different contractors working on site at the same time working in the same areas.  It would also delay the work until March/April 2026.
