Purpose: Purchase of 1 x AKFS Load & Go Plant Carrying Vehicle
Content: Parks Load & Go Plant Carrier That MDC purchase 1 x AKFS Load & Go Plant Carrying Vehicle on a Fiat Ducato Chassis from AKFS for £40,427 (ex VAT) through the CPU7166 Nottinghamshire Consortium Framework. The Legal Services Manager be authorised to negotiate, finalise and complete all necessary legal agreements and other documents to give effect to the above. This decision is being taken to replace 1 x Plant Carrying Vehicle that has reached the end of its usable life. The type of vehicle selected differs from the one currently in service with the department. The current vehicle has been underutilised due to its specific capabilities. The replacement vehicle to be purchased can fulfil multiple roles and as a result will be used more effectively. The route of procurement is via the Nottinghamshire Consortium Framework and direct award, in line with the terms and conditions of the framework, to the selected supplier. This procurement route is being used because the suppliers available in this framework have already been assessed on a number of factors including price, quality, technical support packages, training, delivery timeframes, warranty and the aftercare provided post sale. We are a named user of the Nottinghamshire Consortium Frameworks and have signed the access agreement to enable the use of them. Nottingham City Council manages the frameworks for the Consortium and 15 councils to ensure we achieve the best value for money given our collective buying power. Prior to the decision to procure via the framework, full consideration was given to whether it would deliver best value, including social value, and whether the framework included existing contractors and local SMEs. It was determined that this procurement event is in line with the contract procedure rules in the constitution. All Mansfield District Council procurement projects are facilitated by Nottinghamshire County Council to ensure we are legally compliant with the current procurement rules and legislation. The vehicle supplied by AKFS is a bespoke equipment carrier and tipper which is not available from any other supplier on the market. The price is broken down as follows: Vehicle cost - £39,160 Ex VAT RFL - £400 Decals and Chapter 8 Chevrons - £567 Tool Chest - £300 Total cost - £40,427 Ex VAT Different options were discussed with the department against what the vehicles’ role will be immediately and in the future. The specification selected will allow the vehicle to be operationally effective.
