Purpose: Agreement of final timetable and draft terms of reference for community governance review programme. Agreement to set up of working party.

Content: (Prior to the commencement of this item, Councillors Greenway and Lury both declared Personal Interests as Members of Bersted Parish Council).   The committee received a report from the Electoral Services Manager asking it to approve the final timetable in place for conducting community governance reviews across the district in preparation for the creation of a unitary authority. The report also asked the committee to agree to the formation of a Community Governance Review Working Party and to agree its terms of reference for the project. The working party would report into the committee to progress the work that needed to be undertaken in line with the timetable set out in Appendix 1 of the report.     An update was also provided in terms of the Town and Parish Councils that had confirmed their wish for a CGR to be undertaken.   Before inviting debate, the recommendations in the report were proposed by Councillor Walsh and seconded by Councillor Butcher.   The chair asked the Committee Manager to confirm the nominations put forward by Group Leaders for the new working party. These were:   ·       Councillors Lury, Nash, Lawrence, Oppler. ·       Councillor Gunner as Leader of the Conservative Group confirmed that he would provide his membership outside of the meeting.   Concern was raised over the formation of the working party and whether the Constitution Working Party could absorb this work. The Assistant Director for Governance, People & Performance responded confirming that the Policy & Resources Committee held responsibility for the functions of conducting community governance reviews and electoral reviews which had transferred to it from the former Corporate Support Committee as part of the review undertaken of the committee system and so it was not possible for the Constitution Working Party to undertake this work.   The Committee, then                       RESOLVED – that   (1)             It approves the final timetable for the CGR programme as set out in Appendix 1;   (2)             It recommends to Full Council that the draft terms of reference for the CGR programme as set out in Appendix 1 is approved;   (3)             Approval is given to the creation of a CGR working party to consider submitted representations to propose draft recommendations.
