Purpose: This report is presented to Committee as part of the Aberdeenshire Council Performance Management Framework, providing an update on those outcome measures contained within the Council Plan with an Area perspective. This is in line with Area Committees’ scrutiny remit of reviewing the effectiveness of Council policy implementation and service delivery within their Area.

Content: A report by the Director of Education & Children’s Services was circulated providing an update to Committee on how the Education & Children’s Services (ECS) Directorate is actively contributing to the Council’s overarching strategic priorities outlined within the Aberdeenshire Council Plan 2024-2029 strategic performance framework.   The Director provided an overview of the mid-year performance highlighting positive progress in school attainment at Level 5 awards for both Banff and Fraserburgh Academies – reflecting on the significant efforts of both schools.  Earlier this year he attended performance reviews at both the Academies and noted that he was extremely impressed with the approaches taken to raise attainment. In previous years following COVID, the focus had been on wellbeing; however the focus has now shifted to learning, teaching and assessment.  He highlighted a positive and improving trajectory in the uptake and performance of foundation apprenticeship.  He also reported an effect on CLD performance across Aberdeenshire due to staffing challenges during the year because of financial pressures.  Additionally, he noted a decrease in sport and physical activity participation but welcomed a positive increase in Active membership and expressed his thanks to the team for their efforts.   Members asked questions and received responses on attainment, recorded exclusions, positive destinations, addressing the requirements of individuals with additional support needs and safety within schools.    Members also enquired on the welfare of teachers and staff following recent press reports of physical and verbal abuse within schools.  The Director responded advising a huge amount of work has been undertaken over the last few years encouraging schools to report all incidents.  The next step is for the Head of Education to work with schools to identify underlying issues and determine how best to support young people to access education as well as supporting staff.  He also highlighted challenges in terms of staff wellbeing due to an increase in unreasonable behaviour from a small minority of parents, he advised that work on this will be progressing with schools early next year.        Members also commented on the running track and tennis courts at the Deveron Community and Sports Centre and lack of catering facilities.  The Director agreed to feedback to the Head of Service.    Having heard from the Director the Committee agreed:   1.    To acknowledge and consider progress made during April to September 2025 toward achieving the Council Plan Priorities 2024-2029 referred to in Appendix 1; and   2.    Instruct the Director of Education & Children’s Services to continue to present performance reports to the Area Committee on a six-monthly basis, in line with the Performance Management Framework, evidencing progress and performance with delivery of the Council Plan with an Area perspective.
