Purpose: Results of the statutory consultation relating to the highway and public realm improvements on Dingwall Road and Lansdowne Road, and consideration of any objections received and associated decision/s.  

Content: Results of the statutory consultation relating to the highway and public realm improvements on Dingwall Road and Lansdowne Road, and consideration of any objections received and associated decision/s.     1.1  To consider the objections received to the following proposals:   §  To relocate the taxi parking bay and disabled parking bays on the southside of Lansdowne Road (east) 25m eastwards to accommodate a new parallel crossing on Lansdowne Road (east) adjacent to Dingwall Road; §  To remove the diagonal road closure on the Lansdowne Road / Dingwall Road junction, between Lansdowne Road (west) and Dingwall Road (north) in order to convert this junction to a roundabout; and §  To introduce a 19.0m solo-motorcycle parking bay on Dingwall Road (south) outside AMP House.   1.2 To consider the Chief Officers of emergency services responses to the following proposals:   To implement a raised entry treatment at the Lansdowne Road / Walpole Road junction; To implement parallel pedestrian crossings at the Lansdowne Road / Dingwall Road junction on the Lansdowne Road (west), Dingwall Road (north), Lansdowne Road (east) and Dingwall Road (south) arms; to add an additional cycle stage at the Dingwall Road / George Street signalised junction; and to reduce the stagger on the George Street (east) arm of the Dingwall Road / George Street signalised junction.   1.3  To agree to the reasons, detailed in Section 4 and 6, to implement the following proposals:   §  To relocate the taxi parking bay and disabled parking bays on the southside of Lansdowne Road (east) 25m eastwards; §  To convert the zebra crossings to parallel crossings on the Lansdowne Road (west), Dingwall Road (north) and Dingwall Road (south) arms of the Dingwall Road / Lansdowne Road junction; §  To implement a parallel crossing on the Lansdowne Road (east) arm of the Dingwall Road / Lansdowne Road junction; §  To remove the diagonal road closure on the Lansdowne Road / Dingwall Road junction, between Lansdowne Road (west) and Dingwall Road (north) in order to convert this junction to a roundabout; §  To introduce a 19.0m solo-motorcycle parking bay on Dingwall Road (south) outside AMP House; and §  To introduce an additional cycle stage and reduce the stagger on the George Street (east) arm of the Dingwall Road / George Street signalised junction.   1.4 To authorise the Head of Highways & Traffic to amend the Traffic Management Orders (TMOs) as necessary in accordance with the Road Traffic Regulation Act 1984 (RTRA) (as amended) and notify the objectors of the decision.       The proposed public realm improvements on Dingwall Road, Lansdowne Road and George Street will create a safer and more accessible route between East Croydon Station and Wellesley Road; and a more attractive environment that promotes active travel. The proposed improvements are a key part of the Town Centre Regeneration programme with the aim of attracting new visitors, residents and investors to Croydon. This regeneration programme is one of the four key priorities in the Croydon Growth Plan 2025.   On 28 October 2025, the Executive Mayor approved the elements of the Dingwall Road Public Realm Improvement Scheme that did not require statutory consultation.   Following the analysis of the responses from the statutory consultation and addressing the objections received, this paper recommends the implementation of the remaining elements of the public realm scheme.   Not converting the zebra crossings to parallel crossings at the Dingwall Road / Lansdowne Road junction would not promote cycling in the borough and result in cyclists crossing the carriageway with general traffic, which could increase safety risks.   If the taxi and disabled parking bays on Lansdowne Road (east) were not relocated eastwards, a parallel crossing could not be implemented adjacent to Dingwall Road. There is currently no crossing facility over Lansdowne Road (east) and Highway officers have receive requests from the HMRC for a crossing between Ruskin Square Car Park and their building at 1 Ruskin Square.   Not removing the diagonal road closure at the Dingwall Road / Lansdowne Road would not improve access to Wellesley Road from Walpole Road following the westbound lane closure on Lansdowne Road to accommodate the Wellesley Road toucan crossing, or encourage more visitors to Croydon by improving access to Ruskin Square Car Park.   Not providing a motorcycle parking facility on the public highway would not relieve the congestion at the Dingwall Road / George Street junction caused by delivery drivers.   If an additional cycle stage was not introduced at the Dingwall Road / George Street signalised junction, cyclist would not benefit from having a signal-controlled crossing on George Street, separated from general traffic and tram movements. Dingwall Road and George Street is part of a key cycling corridor in the borough and this proposal would promote cycling in Croydon.   At the Dingwall Road / George Street signalised junction, the alternative to reducing the stagger would be to extend the proposed guardrailing in the central island to the existing crossing point across the general traffic lanes on George Street. Although this solution would prevent pedestrians from crossing outside of the designated crossing point, relocating the crossing westwards would align with College Road and one of the pedestrian desire lines in the area.   If a raised entry treatment was not implemented at the Walpole Road / Lansdowne Road junction, vehicle speeds entering or exiting Walpole Road would not be reduced, potentially impacting pedestrian and cycle safety on Lansdowne Road and the provision of a safer and more accessible route between East Croydon Station and Wellesley Road.     None
