Purpose:

Content: (i)            To approve the variation of the West Grinstead Conservation Area as set out in the map contained in the report marked “MAP 2”.   (ii)           To adopt the Adversane and West Grinstead Conservation Area Appraisal and Management Plans as set out in Appendix 1 and 2 to the report.   (iii)          To delegate authority to the Head of Strategic Planning in consultation with the Director Place to approve minor changes to the Conservation Area Appraisal and Management Plans (including the Conservation Area designation maps) for the purposes of making factual amendments or correcting minor errors.   (i)            To amend the boundary for the West Grinstead Conservation Area.   (ii)           To provide updated conservation area guidance for the Adversane and West Grinstead Conservation Areas to assist residents, occupiers, developers and Members in determining applications.   (iii)          To enable minor changes to be made to the Conservation Area Appraisal and Management Plans (including the Conservation Area designation maps) for the purposes of making factual amendments or correcting minor errors.   The option of not producing conservation area appraisals and management plans has been considered. However this would contravene the legal duty placed on local authorities under the Planning (Listed Buildings and Conservation Areas) Act 1990 to formulate and publish proposals for preserving and enhancing conservation areas. In addition, it was considered that to not undertake reviews would risk the impact of development (in or nearby these sensitive locations) not adequately considering or taking account of the special historic and architectural character of these conservation areas. This would limit the Council’s ability to manage change in a positive way.   None
