Content: Councillor Richard Williams wasn’t present at the start of the consideration of this planning application and therefore did not take part in the vote. By 7 votes in favour (Councillors Anna Bradnam, Ariel Cahn, Peter Fane, William Jackson-Wood, James Rixon, Peter Sandford, Eileen Wilson) to 2 votes against (Lisa Redrup, Heather Williams) the Committee approved the application subject to: · A completed (signed and dated) s106 Unilateral Undertaking (UU) which relates to GAM 8 of the Gamlingay Neighbourhood Plan with contributions towards walking, cycling and horse riding. With a deadline for the receipt by 9th January 2026 of a completed UU is imposed upon the applicant. If the completed UU has not been received by 9th January 2026, delegated authority is given to officers to refuse the application based on a lack of secured mitigation contrary to the Neighbourhood Plan or to set any such extended period for signing of the UU as appropriate. · The planning conditions set out in the officer’s report with minor amendments to the conditions as drafted delegated to officers including: o An amendment to condition 9 to delete the text included within the officer report and replace with: § The approved renewable/low carbon energy technologies (as set out in the Energy Statement and/or as shown on the approved plans) shall be fully installed and operational prior to the occupation of the development and thereafter maintained in accordance with a maintenance programme, details of which have previously been submitted to and approved in writing by the Local Planning Authority. Where grid capacity issues subsequently arise, written evidence from the District Network Operator confirming the detail of grid capacity and a revised Energy Statement to take account of this, shall be submitted to and approved in writing by the Local Planning Authority. The revised Energy Statement shall be implemented and thereafter maintained in accordance with the approved details. § Reason: In the interests of reducing carbon dioxide emissions. (South Cambridgeshire Local Plan 2018 policy CC/3 and the Greater Cambridge Sustainable Design and Construction SPD 2020). o An additional condition regarding waste collection as follows: § No development, except demolition or site clearance, shall commence until a scheme for the on-site storage facilities for waste, including waste for recycling, has been submitted to and approved in writing by the local planning authority. The scheme shall identify: the specific positions of where wheeled bins will be stationed for use by the resident. The quantity and capacity of the bins per property. The walk distances for residents to the kerbside including the specific arrangements to enable collection from the kerbside or within 5m of the adopted highway/refuse collection vehicle access point. Any designated Bin Collection Points, if practically needed. Details of the management arrangements if bins need to be moved to one designated collection point. No residential unit shall be occupied until the approved arrangements for that particular unit have been provided and shall be retained as such unless alternative arrangements are agreed in writing by the local planning authority. o An amendment to condition 14 to include plot 6.
