Purpose:

Content: Councillors Maskell and Prowse redeclared non registerable interests and left the meeting during the consideration thereof.   The Committee considered a report by the Revenues and Benefits Manager (circulated previously) regarding Council Tax Discounts.   In response to questions from the Committee, the Head of Customer Focus advised the following:   ·       Any proposed scheme for the reduction in Council Tax for foster carers would need to be considered within the Council Tax Reduction Scheme. Any proposed changes to the Council Tax Reduction Scheme would be subject to public consultation and there was not an opportunity to carry out consultation in time for April 2026.  However, discussions would take place with the other Devon District Councils regarding the future inclusion of foster carers within the Council Tax Reduction Scheme. ·       Devon County Council had a council tax relief scheme already in place for foster carers and care leavers. ·       In accordance with Section 131 (a) a scheme was in place for exceptional financial hardship. ·       Class A properties had planning restrictions in place and could not be lived in all year round.   RECOMMENDED that the following determinations are made in relation to the classes of dwellings as set out in the report below for the financial year commencing 1 April 2026 and to note that no changes to the current situation for 2025/26 were being recommended.
