Content: Proposed new access licence across land adjacent to Windsor Street carpark to the rear of 8 Mansell Street That the Council will grant a new licence to the existing licensee. A number of commercial properties in Mansell Street back on to the SDC land and some access their parking via it. There is a new occupier of 8 Mansell Street. A new licence ensures that the occupier of No 8 does not gain any rights to the access. The proposed licence is for 14 months (the length of the occupier’s agreement for No 8), with an annual fee of £990 payable monthly in advance, with the licensee covering SDC’s legal costs. SDC is protected from risk due to the involvement of Legal in the drafting. Agree to grant the licence; or Decline to grant the licence.
