Purpose: The Council is responsible for the management of Cardiff Riding School, located within the boundaries of Pontcanna Fields. The facility offers a riding experience for all abilities within an indoor and outdoor environment and also offers a livery service.   In September 2024, the Council published a Prior Information Notice (PIN), via Sell2Wales, signalling its’s intent to engage the market, stimulating interest in developing partnership arrangements that secure investment and the long-term sustainability of the facility.   Although the PIN attracted limited interest the Council plans to run a procurement exercise to meet the objectives above.

The facility offers a riding experience for all abilities within an indoor and outdoor environment and also offers a livery service.   In September 2024, the Council published a Prior Information Notice (PIN), via Sell2Wales, signalling its’s intent to engage the market, stimulating interest in developing partnership arrangements that secure investment and the long-term sustainability of the facility.   Although the PIN attracted limited interest the Council plans to run a procurement exercise to meet the objectives above.    Councillor Sarah Merry declared a personal & non-prejudicial interest in this report as she is a member of Cardiff & Vale Governors.   RESOLVED: that    1)    Authority be delegated to the Director of Economic Development, in consultation with the Cabinet Member for Culture, Sport & Parks, the Section 151 Officer and Director of Governance and Legal Services, to deal with all aspects of the proposed procurement (including determining delivery model, setting the evaluation methodology, commencing procurement and to deal with any ancillary matters) and thereafter to report the outcome at a future Cabinet meeting for approval of award of contracts.    2)    It be agreed, subject to interest in the opportunity, to advertise the proposed disposal of the land as indicated within the attached plan at AppendixB, in accordance with the Local Government Act 1972 and to report back the outcome at a future Cabinet Meeting.
