Purpose: A new Social Housing Rent Policy was introduced on 29th September 2025 and will take effect from 6th April 2026. It is a ten year policy - 2026 to 2036 The introduction of the Renting Homes Wales Act (2016) on 1st December 2022, stipulated that 2 months’ notice must be given to contract holders (tenants) before amending any rents. The cabinet report will lay out the proposal for setting rents in considering affordability, value for money and any savings identified.

Councillor Ash Lister declared a personal & prejudicial interest in this report as a family member is a Council tenant. Cllr Lister left the meeting and did not take part in decision making related to this item. RESOLVED: that 1. the proposed approach for rent and service charge setting for Council owned dwellings for the financial year 2026/27 be approved. 2. the financial pressures on the HRA be noted. 3. the support available for tenants who may be struggling financially be noted.
