Purpose: The One Trafford Partnership has a prioritisation matrix for the assessment of requests for 20mph speed limits across Trafford. Currently, there are 87 requests on the matrix which have been assessed and prioritised accordingly. As a pre-requisite to a potential wider roll out of 20mph speed limits in Trafford, a trial of 20mph speed limits, or the alteration of existing 20mph zones has been considered and agreed outside Abbotsford Preparatory School, Flixton Girls School and Bowdon Preparatory School for Girls, in Flixton and Bowdon. It is also proposed that ‘No Waiting at Any Time’ and ‘School Keep Clear’ restrictions are to be introduced outside Flixton Girls School. The proposed measures are designed to control parking away from the school entrance(s) and encourage more parents and children to attend school on foot. The schemes also aim to improve the overall traffic management around the school entrance. In addition, it is proposed to introduce a School Safety Zone immediately outside Bowdon Preparatory School for Girls. This is an advisory 20mph speed limit which operates at school times. These are signed with flashing amber lights. To date, an informal consultation has been undertaken with the local schools where these trials are set to take place. Positive feedback was received from both the schools and local Councillors. In view of the above, it is considered appropriate to promote the measures identified in the drawings appended to this report.

That authorisation be given to advertise the intention to introduce or amend the Speed Limit Order and Waiting Restrictions as detailed in the schedule to the report and that, if no objections are maintained, the Order be made and implemented in whole or in part, as soon as practicable. 2. More extensive restrictions were proposed on Portland Road, Belgrave Road and Winton Road but amended following Councillor comments. To do nothing would not resolve any of the issues currently experienced.
