Purpose: Dunham Massey Parish Council wish to prepare a neighbourhood plan for The Dunham Massey Parish area.   Dunham Massey Parish Council requested for the whole Parish area to be formally designated a “Neighbourhood Plan Area” by the Council by submitting the request in writing on 3 November 2025.

To designate the entire Dunham Massey Parish Council area to form a Neighbourhood Plan Area, enabling the Parish Council to produce a Neighbourhood Plan. Dunham Massey Parish Council wish to prepare a neighbourhood plan for The Dunham Massey Parish area.   The Parish Council have been in regular contact with the Strategic Planning Team over a number of years to determine when would be the most appropriate time to prepare the plan, having regard to the Places for Everyone and Trafford Local Plan.   Dunham Massey Parish Council requested for the whole Parish area to be formally designated a “Neighbourhood Plan Area” by the Council by submitting the request in writing on 3 November 2025.   When a Parish Council applies for the whole of its parish area to be designated as a Neighbourhood Plan Area, the requirement for public consultation in relation to the designation is removed under Regulation 5A of the 2012 Regulations (introduced by the 2016 Amendment Regulations).   The Parish Council has responsibility for writing the plan and Trafford Council will be required to provide an advisory role in order to make sure the plan is consistent with the Places for Everyone plan and emerging Trafford Local Plan. Trafford Council will also need to provide high level advice on the soundness and effectiveness of proposed policies.   The designation of the Parish Council boundary as a Neighbourhood Plan area must be published on the Council website. There are no alternative options. The Council has no power to refuse the designation of a Neighbourhood Plan Area and must assist in the production of the plan in line with regulations. As it is a Parish Council wishing to designate the entire parish boundary, there is no need for consultation on this. None.
