Content: Cabinet received a report on progressing the Harlow cycle hire scheme. Proposed by Councillor Alastair Gunn (seconded by Councillor Dan Swords) it was: RESOLVED that Cabinet: A Agreed the next steps to take forward the cycle hire service and delegates to the Director of Planning and Garden Town in consultation with the Portfolio Holder for Garden Town and Planning, to develop a procurement process, specification and timescale for the appointment of an operator to commence cycle hire services in 2026. B Noted the work completed to date to prepare for a future-ready cycle hire service, to help provide seamless transport in the town, and the contribution and future opportunities offered through partnership working in the Harlow and Gilston Garden Town. C Noted the potential for active transport options in furthering the council’s ambitions to create a thriving town in Building Harlow’s Future, through transport, planning and regeneration, including protecting its limited road capacity, addressing inequalities, delivering inclusive prosperity through improving accessibility to jobs and services, and improving public health.
