Purpose:

Content: This Council recognises that:    There are different approaches to Road Safety outside of schools depending on the location and type of educational establishment. A child being hit by a vehicle travelling at 20mph is 5 times more likely to survive than being hit by a vehicle travelling at 30mph. At 20mph, a driver has more time to react and stop before impact and lower speeds directly lower injury severity. Many areas in the UK have adopted 20mph advisory zones, especially near schools and residential streets – not just to slow traffic, but to save lives.   This Council commits to receiving a report within six months, to be presented to the Communities Overview and Scrutiny Committee before going forward to Cabinet, outlining practical measures to extend safe passage for all pupils across Warwickshire and ensure they can access education safely.  The report will consider the following actions:   Continue to prioritise school crossing patrols where a need is identified by Highways officers, subject to available funding and risk assessment. Investigate proposals for all new schools, and extensions to existing schools, to include an assessment of safe crossings, with a view to incorporating funding and planning for safe crossings and/or traffic-calming measures as part of the design process. Explore opportunities for developer-funded safe crossings near schools, where appropriate and feasible, during the planning consultation stage for developments of more than eight dwellings. Review the current criteria used by Warwickshire County Council for setting 20mph speed limits and assess how these are applied to roads adjacent to schools. Work with the Warwickshire Road Safety Partnership to assess the feasibility of introducing additional average speed cameras across the county, prioritising locations near educational establishments where collision data and risk analysis support their introduction.
