Purpose: To approve minor amendments to the Housing Strategy 2025-2030. On 15th September, Cabinet approved to delegate power to the Strategic Director for Adult Care, Housing and Public Health to approve minor amendments to the Housing Strategy. These amendments include: · Updating data and statistics on the housing market, council performance and the Council’s latest position on other policies and strategies. · Adding text and a case study about anti-social behaviour to the Strategy, which was proposed by the Improving Places Select Commission on 2nd September 2025.
Content: To approve minor amendments to the Housing Strategy 2025-2030. On 15th September, Cabinet approved to delegate power to the Strategic Director for Adult Care, Housing and Public Health to approve minor amendments to the Housing Strategy. These amendments include: · Updating data and statistics on the housing market, council performance and the Council’s latest position on other policies and strategies. · Adding text and a case study about anti-social behaviour to the Strategy, which was proposed by the Improving Places Select Commission on 2nd September 2025. Item: HOUSING STRATEGY 2025-2030 Minute 48(2): Delegate authority to the Strategic Director of Adult Care, Housing and Public Health to approve the action plan and minor data amendments to the Strategy prior to publication. Minute 48(3): Accept the proposal from the Improving Places Select Commission and agree that reference is made within the Housing Strategy to compulsory training being delivered to all Housing/Tenancy Officers regarding anti-social behaviour, using the following suggested wording: “Our housing officers undergo comprehensive training to effectively deal with Anti-Social Behaviour (ASB). This training ensures that they: - Identify and understand ASB issues - Know when and how to report incidents - Are aware of the powers available to the council to address ASB. Equipped with this knowledge, our officers can take prompt and effective action to tackle ASB, providing a safer and more supportive environment for our community.” Decision: The decision has been taken to add the additional text suggested by IPSC around anti-social behaviour, incorporating this into an anti-social behaviour case study, which was also suggested by IPSC on 2nd September 2025. The decision has been taken to update data and performance statistics to present the Council’s latest position. The attached appendix lists all changes that have been made to the Strategy, including housing market statistics and latest positions on council and national targets. Reasons for the Decision: The original draft of the Strategy was written six months ago, originally in preparation for Cabinet in July, however this was moved back to September’s Cabinet meeting. It is important that the Strategy reflects the latest position regarding the housing market and council and national targets. Details of alternative options considered and rejected: No alternatives considered. This was not viable as explained above, the Strategy data would have been out of date.
