Purpose:

Content: In accordance with Council Procedure Rule 13, consideration was given to the following Motion moved by Councillor Field and seconded by Councillor McLaren on 20mph speed limits:   1.     This Council accepts that new developments are new communities. Evidence shows that a 20mph speed limit reduces the severity of accidents and encourages people to walk and cycle because they feel safe thus improving community and individual wellbeing.   2.     Therefore, this Council will include an update on proposed Policy LWL7, which was consulted upon in 2024, within the Regulation 18 Consultation going out in January 2026.  This will ensure that when giving consent to new developments, new roads will be designed in such a way that 20mph is the maximum speed at which it is possible to drive.   It was MOVED by Councillor Gray that the Motion be amended by the insertion of the words “to be effective from the passing of this motion” after the word “update” in paragraph 2.  Councillor Field, as Mover of the original Motion was happy to accept the amendment to the Motion.   However, having considered the proposed amendment and taking advice from the Chief Executive and Deputy Monitoring Officer, the Chair rejected the proposed amendment to the Motion.  It was confirmed that the Head of Planning had been consulted as part of the approval process for this proposed Motion and was satisfied with the wording as presented, which allowed for the local plan making process to take its due legal course with the appropriate consultation.    The Motion on being put, was declared CARRIED (23 FOR, 7 ABSTENTIONS).   (Councillor Clark declared an Other Registerable Interest in this matter as an elected Member of East Sussex County Council and in accordance with the Members’ Code of Conduct remained in the meeting during the consideration thereof.)   (Councillor Maynard declared an Other Registerable Interest in this matter as an Executive Member of East Sussex County Council and in accordance with the Members’ Code of Conduct remained in the meeting during the consideration thereof.)
