Content: Councillor J Kent left the room at 19.59   Councillor Morris-Cook introduced the report.   Councillor Hartstean stated that she was delighted to announce the Education capital funding at paragraph 4.4.1 which relates to the expansion of Treetops school to provide 120 more spaces for children.     RESOLVED:   3.1With regard to the refresh of the Capital Programme and for the reasons set out in this report   a)    Cabinet noted the proposed new capital projects as part of the capital refresh, set out in paragraph 4.2.1;   b)    Cabinet approved the deletion of the projects in Appendix B as part of the capital refresh and the freeing up of the associated resources;   c)    Cabinet noted the updated and refreshed Capital Programme summarised in Table 3 with full detail in Appendix E.   d)    With regard to the 2025/26  Capital Programme and for the reasons set out in this report, Cabinet approved in principle the proposed additions and virements to the Education Capital Programme as set out in para 4.4 (Appendix D);   e)    Cabinet approved a £7.6M budget for the expansion of Treetops free school to be funded from the SEN Capital budget;   f)      Cabinet approved a £600k budget, funded by a S106 grant, to replace the alternative provision at Thameside Primary;   g)    Cabinet approved the commencement of the procurement processes in accordance with Council & UK procurement law to appoint Designers and Project Teams, for the School Capital Programme and appoint the Principal Contractors to take forward construction of the proposed schemes, Treetops and Thameside Primary;   h)    Cabinet approved the delegation to be given to the Director of Children’s Services, in consultation with the relevant Portfolio Holder and the Chief Finance Officer, to enter into an appropriate form of agreement following the award of the agreements arising from recommendation (g) above in compliance with the Council’s procurement regulations;   Councillor J Kent returned to the room at 20.06.   Reason for the decision: as outlined in the report This decision is subject to call-in
