Purpose:
Content: The Leader introduced the report. Councillor L Watson requested that the hard work completed on analysing the other options is added to our response. The Centre of Cities has published a report on Local Government Reorganisation and which option drives economic growth and they have recommended Thurrock’s proposal of 4. Councillor L Watson also requested that this is added to our response. The Leader stated that Thurrock’s option of 4 brings growth and prosperity to all of Essex. Councillor J Kent commented that he supports the recommendations. Councillor J Kent stated that in relation to Devolution, they had been working to a timetable and to have the rug pulled is very disappointing. Councillor J Kent queried if they need to do anything to invoke the decision. Councillor L Worrall stated that she has met with the Devolution Minister and spoke to her on the phone today. The amount of funding to be provided to the council is not a minor change and a new report will have to come back to cabinet. Councillor J Kent commented that as Devolution Bill is still a Bill there remains the option to pull out. RESOLVED: 2.1Cabinet approved the council’s response to Government’s Local Government Reorganisation in Essex consultation, as appended to this report: 2.2Cabinet agreed to submit the response to the Minister of State for Local Government and English Devolution on or before 11 January 2026; 2.3Cabinet delegated authority to the Assistant Chief Executive authority to submit Thurrock Council’s LGR consultation response, on or before 11 January 2026 on behalf of the council and to make any amendments (as referenced in section 1.2 above that Appendix Bis draft) following consultation with the Leader and Deputy Leader.
