Purpose:

Content: The following Motion was moved and seconded:   "Council notes that since Council made a decision in April 2025 to approve Option AS04 and sell the Council site at Derby Street to Tawd Valley Developments Ltd for the purpose of delivering a new residential scheme, that material circumstances have altered namely:   a)    The design of Option AS04 has significantly altered from that approved by councillors including the retention of part of the existing Derby Street building and; b)    The financial return of the scheme has been materially altered and lessened through these changes: -            The altered design of Option AS04 -            The decision of the Coop Bank to vacate their remaining space within Delf House -            The likely different mechanism for the loan finance for the project   Given the changes noted above, Council instructs Officers to bring back a report to a future council meeting to enable councillors to either a)    confirm their decision to approve Option AS04 and sell the Council site at Derby Street to Tawd Valley Developments Ltd for the purpose of delivering a new residential scheme or; b)    Take an alternative decision"   A vote was taken, the Motion was LOST.
