Purpose:

Content: Before the Committee was a report by the Assistant Director for Place and Economy, copies of which had been circulated to all Members and a copy of which is attached to the signed copy of these minutes as item 8.   The purpose of the report before Members was to update Members on the recent work undertaken to identify a path to secure a long term future for the Lido, including further specialist surveyor reports commissioned in the last 1 - 3 years.   The report represented a pragmatic strategy to progress with the safeguarding of the asset by the Council prioritising effort to assemble the necessary funding to safeguard the structural integrity of the asset. And, within that strategy, recognise that due to the complex nature of the asset and the current economic climate, that this would need a dedicated effort over the next couple of years.   The current critical structural state of the lido was acknowledged, as well as its significant heritage value and the importance of formulating this plan now to prevent further decline and preserve its future, especially now ahead of Local Government Reorganisation (LGR).   The strategy would involve working with the community, businesses and key stakeholders, including West Sussex County Council via the Growth Deal, to assemble the funding to support the delivery of repairing the substructure and enable a sympathetic and robust process to secure a long term investment partner.     Decision:   1)    That the renewed approach to bring forward the Lido to secure its future and endorse the phased plan in sections 5, 6, 7 and 8 be noted.   2)    That it be noted that, at the request of Historic England, that further structural testing to be undertaken in early 2026 to help inform a solution for the substructure, utilising remaining funding in the capital programme of up to £70k (remaining Lido budget).   3)    That a progress report be brought back to JSC later in 26/27, specifically in reference to phase 1.   Call In: The call-in deadline for decisions will be 5.00pm on 16 January 2026.
