Purpose:
Content: Before the Committee was a report by the Interim Assistant Director for Place and Economy, copies of which had been circulated to all Members and a copy of which is attached to the signed copy of these minutes as Item 6. The report before members considered the opportunity to bring a number of investment opportunity sites to market with the aim of: i) Diversifying the ‘things to do offer’ for residents and visitors ii) Supporting the wider local economy through increased activation and dwell time iii) Supporting council income streams through new / revised long lease provision iv) Activating unused or underused assets across key destinations in Adur and Worthing. The report explains how a multidisciplinary team of officers, working with key stakeholders, will work to develop ‘expressions of interest’ documents for, initially, three sites at: ? Brooklands Park - East Worthing ? West Buildings Shelter - Central Worthing ? Buckingham Park Pavilion - Shoreham These will be brought to the market for potential investment and development leases, with submissions to be assessed against agreed criteria for suitability, including financial scrutiny and deliverability. Decision: 1) That it be agreed to move forward with the development of clear and considered Expressions of Interest documents, seeking to attract new investment into our places. The exercise will include recommendations in relation to preferred uses, constraints and conditions for each of the three sites. 2) That it be agreed that each site be taken to market independently, to explore the appetite and opportunity for investment which will achieve the goals of activation and increased local ‘offer’, matching the Councils’ ambitions in the Fair, Green & Local Corporate Plan. 3) That it be agreed that the Councils work with key stakeholders to consider EOI submissions against agreed criteria with a view to returning to JSC to agree terms with suitable investors and / or development partners (as appropriate).
